If Jesus was tempted in all things as we are, He had to have been faced with the ultimate issues that mankind faces: To doubt God and His Word to us; to doubt His goodness. Tempted to doubt both, since it appeared that God’s faithfulness had failed Him on the cross, He had to have been tempted to save Himself, to act for His own well-being. That had to have been part of what was overcome by the cross. He would have had to face what Adam and Eve faced. The devil had to have told Him, “So you think you’re the Son of God, then act like God and take matters into Your own hands.”

I believe there is also a deeper meaning here. The 40 days of fasting signified the Israelites 40 days of wandering in the desert. Their wandering was their consequence for DISOBEDIENCE.
Satan was testing Jesus’ obedience to God at the very heart. Turning the STONES (the LAW the old covenant) into BREAD( Jesus through His SPIRIT and the New Covenant) at the urging of Satan for Jesus’ own physical benefit would prove stop the New Covenant from coming. “Not my will, by your will be done”
The New Covenant was coming through Christ, but in God’s timing not Jesus’.
Satan was testing Jesus’ obedience and putting in question his relationship with the Father.-
